Brief Analysis of the Content of Electoral Platforms of Political Parties with respect to the Transnistrian Conflict
Objectives of the analysis are
as follows:

Raising
public awareness and informing the public about policy proposals with respect
to
the Transnistrian conflict in the electoral platforms of candidates in elections;
- Recommending candidates to improve their policy proposals
with respect to
the Transnistrian conflict by promoting the public interest.
The methodology used:
1. The analysis was drafted on 27 March 2009, and it reflects
the situation at the
time, without taking into account the subsequent developments.
2.
The
analysis was based on the following materials:
a.
Review of electoral
platforms posted on the following web pages: Liberal Party www.pl.md, Our
Moldova Alliance“ www.amn.md, Christian Democratic Peoples Party www.ppcd.md, Liberal Democratic Party www.pldm.md, Party of Communists of the
Republic of Moldova www.pcrm.md, Democratic Party www.pdm.md, Social
Democratic Party www.psd.md, Centrist Union of Moldova www.ucm.md, European Action Movement www.ae.md, and the web page www.e-democracy.md for the other political formations
participating in the parliamentary elections of 5 April 2009. The analysis
examined only the main candidates with tangible chances for success, who were
assessed on the basis of the latest surveys;
b.
Individual requests
to conduct interviews for clarifying the content of political platforms (in
February 2009);
c.
Letters with a
standard set of questions (via e-mail and fax) to each candidate, with deadline
for submission of responses on 27 March 2009.

The
analysis was carried out in terms of classification of types of intervention proposed
by the policies. The potential impact of proposed policies was not considered, since
it requires a separate study.
To
perform the analysis, standard methods of qualitative analysis of texts and public
speeches were used, including by applying specialized software. In addition, standard
methods of comparative analysis of policy options were used by applying vector
diagrams
for the main variables identified for each aspect of this field.
The analysis is divided into several sections. The general comments section
contains the analysis of platform provisions and presents the candidates platforms. The following sections (format of negotiation, presence of the
Russian army, Transnistrias status, economic and social policies, and the administrative
system) contain a comparative analysis of
party platforms, including their qualitative graphical analysis.
The
analysis also contains some general conclusions and recommendations emerging
from the text of the document, but they are located at the beginning of the
document. Detailed conclusions and recommendations will be presented later.
