Police actions in public meetings planned for 1 May 2012 in Chisinau
1. Chisinau City Hall decision on granting priority right CNSM and Government in organizing the meeting on May 1 does not comply with the law on assemblies. This created a confusing PCRM legal and police authorities responsible for facilitating the right of assembly and public order. Legality of the decision will be subject to further investigation.
2. Freedom of assembly the PC will be facilitated and protected as long as the peaceful conduct a meeting.
3. Police and law enforcement officials have sufficient skills and confidence of the society to face the situation.
4. Police and law enforcement agencies to facilitate the meeting and also to maintain public order will act taking into account the recommendations:
- It will be collegial body (MAI representatives, CGP, scooters, DTC) to coordinate the smooth running of the meeting, management staff and police tactics,
- It will give preference for Scenario 1
- Organization of two parallel meetings in different places,
- To be fully delegate negotiators maintain dialogue and communication with representatives and officials organizing meetings,

5. Main conclusions:
- The most stable and peaceful situation can be achieved through scenario 1 (parallel meetings in different places), under Condition A (constructive behavior, good faith police and PC)
- The unstable situation occurs for scenario 2 (concurrent meetings, partially intersecting) and 3 (simultaneous meetings, partially intersecting) D situation is realized when (police incompetent and bad behavior will PCRM).
- The remaining cases combined with a mix of Scenarios 2 and 3 risk factors have varying degrees of vulnerability and stability. Police and events participants should aim to minimize the risks set.
- Risk factors are:
1) lack of exercise in good faith of the right of assembly from the organizers (PC or CNSM and Government),
2) outside influences caused by groups or extremist groups from the participants, Finally 3) tactical actions wrong or bad faith by the police.
